Disability Programs Coordinator

Background

The Disability Programs Coordinator is a key position in the Sydney Community College Social Inclusion Unit. The Disability Programs Coordinator will be responsible for developing, implementing and evaluating a new two year pilot ‘Inclusive Community Education Program’ (ICEP), and for increasing the capacity of the Social Inclusion Unit to meet the learning and recreation needs of people with a disability in the college community. The ICEP will provide an interesting and diverse range of supported daytime, evening and weekend opportunities for adult participants with low to complex support needs at our Rozelle site. Funded by Ageing, Disability & Home Care (ADHC), NSW Department of Human Services, the ICEP will provide the opportunity for participants to interact with their peer group and build social networks, whilst providing respite for carers. Reporting to the Manager – Social Inclusion, the Disability Programs Coordinator will be a skilled and committed professional with extensive experience in developing complex programs providing high quality learning and/or recreation services to people with low to complex support needs, including intellectual disability.

Selection Criteria

Essential
  1. Extensive experience researching, planning, implementing and evaluating education &/or recreation programs for with people with a disability with low to complex support needs;
  2. Ability to assess & meet the learning & transport needs of people with low to complex support needs including intellectual disability;
  3. Ability to meet the compliance requirements of the ICEP including OH&S, Disability Service Standards, DDA & Disability Standards for Education;
  4. Superior organisational & administration skills;
  5. Highly developed communication skills with consumers & stakeholders, including CALD groups;
  6. Experience in promoting education &/or recreation programs to the ICEP target group;
  7. Experience in the recruitment, training and supervision of teachers & support staff who are working with people with low to complex support needs;
  8. Demonstrated commitment to promoting the rights of people with disabilities.
Desirable
  1. Relevant undergraduate or postgraduate qualification;
  2. Track record of successful funding applications in the disability sector.

ICEP Project Coordinator responsibilities will include:

1. Research and Program Development
  • Design & conduct research to ascertain target group learning, recreation, support & transport needs;
  • Design & develop courses to meet the existing and emerging needs of the ICEP target group including participants with complex support needs and courses for participants with an intellectual disability;
  • Develop & implement a range of program strategies to support students to build friendships and social networks, maintain relationships with peers, recognise and retain students, to build a sense of collegiality and belonging to the ICEP.
  • Provide opportunities for ICEP participants to attend mainstream college courses by developing and implementing a supported ‘Mainstream Options’ program
  • Schedule ICEP courses, rooms and resources to meet the needs of the ICEP target group
2. Promotion and Communication
  • Provide promotion required to meet ICEP service delivery targets, including design of press, publicity, internet and e-mail campaigns, community networking, outreach and close liaison with ADHC & SCC staff;
  • Promote ICEP to improve access to people from Aboriginal and Culturally and Linguistically Diverse (CALD) backgrounds;
  • Ensure close communication between teachers, support workers, participants and their carers and between ICEP and other college staff.
3. Assessment and Induction
  • Develop processes and instruments for student induction assessment;
  • Assess ICEP participants current skills level, support needs and course choices;
  • Advise participants on course options;
  • Meet participants learning and support needs;
  • Organise transport to and from the course venue for eligible ICEP participants;
  • Induct participants and staff into the ICEP program.
4. Risk Management
  • Undertake OH&S risk assessment at ICEP program, individual course, individual student and staff levels;
  • Develop strategies, policies and procedures to meet OH&S obligations and minimise risk to ICEP participants and college employees;
  • Ensure daily communication between teachers, students, support staff and carers to identify and manage emerging OH&S risks;
  • Develop management strategies to obviate risks, which might delay or dilute the quality of the ICEP program.
5. Quality Assurance
  • Develop policies and procedures to meet ICEP quality assurance requirements;
  • Implement audit and quality improvement processes;
  • Develop, implement and review ICEP complaints and appeals processes;
  • Ensure ICEP meets the requirements of relevant standards including OH&S legislation, Disability Service Standards, DDA & Disability Standards for Education provider
6. Staff Management
  • Recruitment & selection of high quality teachers
  • Recruitment & selection of high quality disability support workers
  • Supervision & performance management of teachers & disability support workers
  • Training and development of tutors, disability support workers and other college staff
7. Evaluation and Reporting
  • Evaluation of ICEP pilot with other community colleges, ADHC, college staff and external evaluator;
  • Research & submit reports and attend reviews as required by ADHC and Sydney Community College;
  • Account for and acquit funding as required by ADHC and Sydney Community College.
8. Capacity Building
  • Increase the capacity of the Social Inclusion Unit to meet the learning and recreation needs of people with a disability in the college community;
  • Research new funding opportunities;
  • Increase funding from government and non-government sources.
9. Teaching and In-Class Support
  • Develop plans, resources and evaluation processes for individual ICEP courses;
  • Assist as required with teaching and in-class support in ICEP classes.
