Governance Sydney Community College

Sydney Community College is a not-for-profit company under the Corporations Act. As an education and training organisation, the College operates in the following strata:

Accredited training and assessment: as a Registered Training Organisation (RTO) offering training at varying qualification levels to the general public, to Government agencies and to the business sector. A wide range of vocational training not formally accredited is also offered;
Contracted Provision: delivering programs for Government covering both entry level training for disadvantaged individuals and groups and more sophisticated training for identified groups such as small business;
General Provision: delivering a range of other education and leisure activities to the general public.

The College is governed by an elected voluntary Board of Directors. Under the Colleges Constitution (see Constitution), Directors are appointed by a Membership drawn from the community. Only financial Members qualify for election to the Board.

Board activities include strategic decision-making, long-range planning, organisational development and review of financial and other performance measures.

By way of its Constitution, the Board has delegated responsibility for organisational planning and financial management to its Finance and Planning Sub-committee. The College Chairperson is ex-officio Chair of the Finance and Planning Sub-committee. The Principal is a member of the Finance and Planning Sub-committee and the College Bursar reports to Sub-committee at the direction of its Chairperson.

By way of its Constitution, the Board has delegated responsibility for monitoring systems of internal control, risk management and legal compliance to its Compliance and Audit Sub-committee. The Principal is a member of the Compliance and Audit Sub-committee and senior managers report to the Sub-committee at the direction of its Chairperson.

The Principal is responsible for the day-to-day management of the College. This includes implementation and oversight of the Board policies, plans and agreed performance standards as well as due diligence and risk management processes and compliance systems.
